River Oaks Property Owners Association Board Meeting      

Minutes, 10 August 2021

 

Attendees:  Board Members:  England, Finley, long; Officers:  Fowler, House, Underwood

Business:  Fowler called the meeting to order at 8:25pm at the conference room of Finley’s office.

Approval of Minutes:  The minutes of the 7 July 2021 meeting of the POA board were approved (moved by Finley, seconded by England).

Board Actions:

Letter of Resignation:  Long submitted a letter of resignation as a Board member.  England moved and Finley seconded the acceptance of Long’s resignation. The motion carried. 

Vote for New Board Member:  Fowler noted as per Bryant’s opinion that the remaining Board members had the authority to fill the vacant seat on the Board.  Bryant applied that statement from the Bylaws in the context of an election not achieving a quorum prior to the time of the meeting.  Fowler noted that Greenway and Nix were the two candidates who are willing to serve.  After discussion, England recommended Ryan Nix for the open Board position and Finley seconded the motion, which carried.  Fowler agreed to notify the candidates and engage them with the POA board. 

Follow up to RightFiber Meeting: No actions were taken.

Drainage Issues:  After noting that the city was not likely to address the major drainage issues across the whole city, Fowler said that the mayor and city engineer had been informed.  The Board agreed to continue to raise this issue with the city leaders.

Short-term Rental Issues:  While the city leaders continue to work on establishing guidelines to manage short-term rentals, Fowler noted that it isn’t likely that those restrictions will be as strong as the POA would like to see them.  Therefore, the POA will likely need to use the covenants, which pre-date the issues, to address the problem.

Solar Panel Issues:  The Board briefly noted the need to address the issue of solar panels being installed in the addition.  One suggestion was the use of off-site locations for the solar panels and selling the energy back to power company.

Enforcement of Covenant Restrictions:   A continuing concern is how the POA leaders can enforce the covenants and deal with covenant violations.  One suggestion was for the Board to feature a covenant per month on the Blog and in Facebook posts to encourage awareness among the residents.  In addition, cards cold be distributed to the residents to remind their neighbors of possible violations since the Board wants to maintain its emphasis on self-compliance and self-enforcement.  As a follow-up to the cards, the Board could move from notification to action, if necessary.

Next Meeting:  No date for a future meeting was set.
